“Caravans of mass youth rampage through city streets at all times of the day on ATVs, motorbikes. They travel pretty well. Entire neighborhoods are now under emergency curfews,” Trump said.
“Just this past weekend, gunshots went through the Navy Yard. I saw it this morning.”
