More than 200 criminal illegal aliens, most of whom were sexual predators and pedophiles, were apprehended during a statewide enforcement surge in Florida.
Operating under the 287(g) partnership program, state and local authorities teamed up with Immigration and Customs Enforcement (ICE) to execute Operation Criminal Return, also dubbed “Operation Dirtbag” by the Department of Homeland Security (DHS).
In total, 230 illegals who pose significant threats to public safety were rounded up during a 10-day span in the Sunshine State.
More than 150 of those arrested were identified as sex predators with charges or convictions that included sexual assault, sexual battery, and lewd and lascivious molestation of children.
“Florida will not harbor criminal aliens who threaten public safety. Through this joint operation with ICE, we located and arrested convicted illegal alien sexual offenders and predators, ensuring they can no longer harm our communities,” stated Florida Department of Law Enforcement Commissioner Mark Glass.
“In Florida, strong partnerships are vital to public safety, and our collaboration with ICE provides a model for the rest of the country as we continue to carry out the mission of President Trump and Governor DeSantis in removing dangerous criminal illegal aliens from our communities.”
A sample of the foreign criminals who were arrested includes the following:
- Frank Rene Gacitaborges, 51. Cuba. Conviction for lewd and lascivious molestation of a child under 12 years of age. Ordered deported in 2022.
- Victor Julio Silva Diaz, 26. Venezuela. Conviction for aggravated sexual abuse of a child under 13.
- Andrii Kurbatov, 45. Ukraine. Convictions for receipt and possession of child sexual abuse material. Ordered deported in 2024.
- Sergio Velazquez Carnero, 63. Cuba. Convictions for lewd and lascivious assault on a child, contributing to the delinquency of a child, multiple sexual offender violator registration requirements. Ordered deported in 2017.
- Saturnino Duran, 69. Cuba. Conviction for lewd and lascivious behavior with a minor. Ordered deported in 2020.
- Vladimir Garcia, 48. Cuba. Convictions for possession of burglary tools, third-degree grand theft auto, cocaine possession, burglary of an unoccupied conveyance, marijuana possession, loitering, resisting arrest without violence, cannabis possession, lewd and lascivious battery on a child under 16 years of age, violation of sexual offender registration requirements. Ordered deported in 2012.
- Aniel Chavez Cera, 30. Cuba. Convictions for possession of a controlled substance, burglary of an unoccupied dwelling, attempted premeditated murder with a deadly weapon, aggravated battery. Ordered deported in 2022.

“Through Operation Criminal Return, hundreds of the most dangerous illegal criminal aliens with horrific criminal histories, including sexual crimes against children, are off our streets and will be out of our country soon,” said Gov. Ron DeSantis.
“Florida has been the most aggressive state in America on combating illegal immigration, and our state and local law enforcement agencies are doing more every day to be the federal government’s greatest tool in the fight to enforce immigration law.”
Law enforcement agencies across Florida have signed at least 327 agreements with ICE under the 287(g) program — more than 41 other U.S. states and territories combined.
